July 14, 2014 - The One with the W.O.W throwback and Sustainability

Good evening Riverview (and those tuning in from elsewhere)! Here is the update from July’s Regular Council meeting. I hope everyone is enjoying the summer so far and that you were able to take in some of the great Sunfest Activities. Buckle up, this one’s a dandy!

1. Recommendations from C.O.W

Council accepted the audited financial statements from AC Stevenson & Partners, year ending December 31, 2013

Council approved a policy on local improvements from Engineering and Works

Council passed a motion to refrain from applying for funding in the designated highways program for the year 2015 to the Department of Transportation. We only have two streets that qualify (Coverdale Rd and Hillsborough Rd) and both have recently received upgrades thus, there is no need to apply for the funding.

Council passed a motion on an unforeseen grant for the Moncton Wildcats Season tickets.

Council passed a motion to take the necessary steps to adopt bylaw R700-10-7, a bylaw relating to the regulation of Traffic, parking and use of streets in the town of Riverview.

2. By-Laws

Council passed second and third readings of amendments to the zoning by-law for McClelan. Property rezoned from R2 to Suburban Commercial for a small business expansion.

Council passed second and third readings of amendments to the zoning by-law for Runneymeade. The property was rezoned from R1 to RM (Residential Mix).

Council passed second and third readings of By-law 300-35, a by-law relating to the stopping up and closing of highways within the town of Riverview. This by-law dealt with the portion of the former Great Road, No 46 along its original alignment from the eastern sideline of the present street, Fairway Blvd, easterly, crossing residential lots numbered 12 and 13, continuing easterly, crossing the lands of the Moncton Gold and Country Club to the easterly sideline of lands presently owned and occupied by aforesaid Moncton Gold and Country Club. Make sense?

Council passed second and third readings of amendments to the by-law relating to local improvements. There are some changes to forms when applying for local improvements and a few other things developers may need to know.

Council passed first and second readings of amendments to the by-law to regulate traffic, parking and the use of streets, relating to Chambers rd and Brunswick St.

Council passed first and second readings a change to the employee pension plan by-law. Essential the change was to the composition of the committee, for example, adding a representative of retired employees.

3. Council awarded the RFP for the Ken Gabby Pool/Lions Park conceptual plan and re-development to TRACE Planning and Design in the amount of $22,345.75.

4. Council awarded the tender for a Pumper Fire Apparatus to Metalfab Fire Apparatus in the amount of $592,400.00.

5. Grant Report – Council approved grants to the Walk a Mile in Her Shoes fundraiser in the amount of $500. Council approved a donation to an event in support of Junior Achievement, purchasing 5 tickets at $99.00 each. Council approved a donation to the Progress Club in the amount of $500 plus items for registrant gift bags.

6. Mayor Seamans appointed individuals to the Ad Hoc Sustainability Committee. I will be representing Council on this committee that will develop a Sustainability Plan, looking at factors like environmental, social, arts and culture and economy. The Sustainability plan will work in concert with the town’s municipal plan and came out of a strategic planning session undertaken by Council.

7. 5 Year Capital Investment Plan – Council adopted this five year plan presented by Robert Higson, dealing with use of Gas Tax funds. The Town will invest in local improvements for roads over the next five years!

8. Reallocation of Sidewalk funds. Sidewalks are expensive. We had $60,000 budgeted for Irving, South side and Buckingham with half going to each. After looking at costs, that simply wasn’t enough money for both so all funds were directed to the Buckingham Sidewalk project.

9. Indoor Cat Licenses – Many Residents have expressed concern over the by-law requiring residents to license indoor cats. I brought this up in Council and staff will be investigating the possibly eliminating this by-law and presenting back to Council. There are pros and cons to having the by-law for sure, so we need to go with what is in the best interest of our resident and furry friends! What do you think?

10. The Wheels on Wheels program is for those residents with a disability, in need of a transportation service. Some months ago, residents using walkers were excluded from this service, on a general basis, but could request special consideration from the Committee overseeing the program. Council approved this change in a 5-2 vote with the understanding that alternative options for those residents using walkers would be investigated and reported back to Council to ensure they were provided with transportation services. Councillor Cassista requested to hear from the committee as it has been some time since we last received an update. I am anxious to hear what will be done as residents using walkers have been left without a service for some time now.

11. Deputy Mayor Hayward reported that David Joseph represented Riverview at the Special Olympics in Vancouver, winning 6 medals! Congratulations David!!
