Council Highlights – April 11, 2016

Hello everyone. Here is a recap of our last Council meeting on April 11. We’re in full swing with the election campaign and hopefully you’ve had a chance to meet some of the candidates or receive some information on them.

1. Recommendations from C.O.W

Council passed a motion to remove a sidewalk, located at Whitepine and Buckingham. The reason being that there is another crosswalk a few feet away that is equipped with lights and this particular crosswalk that will be removed is older and unsafe.

Council passed a motion to move a crosswalk, currently located at Windosr and Buckingham, 100m south to Fatima and Buckingham. The reason is that the current location is at the peak of a hill and no longer meets regulations and is in an unsafe location. Of concern to some of Council was the impact this would have on residents of Buckingham Place. I visited and discussed this change with some residents and most felt that, while it was inconvenient to have a crosswalk moved further from the building, it would be safer. Were we to move the crosswalk to their driveway, it would be directly on a hill and everyone agreed that would be incredibly unsafe and could lead to accidents.

Council passed a motion to deactivate the traffic lights on Coverdale rd (when using the off ramp from the Causeway) for a three months trial period. This set of lights is a few meters from the Buckingham and Coverdale intersection. There have been many changes in traffic patterns entering Riverview, especially since the bridge was built, and it was agreed that these lights may no longer be required. After the three month pilot project, the town will evaluate its success and determine whether or not to make this a permanent change.

Council awarded a community sponsorship in the amount of $2000 for the Atlantic Nationals in support of the breakfast being held at the Lion’s Club. Council also awarded a $120 subsidy in a rental rate for the Brownies Camp Fun Day.

2. By-Law Amendments

Council passed first reading of amendments to by-law 300-6-8, Zoning By-Law. This amendment included 47 administrative amendments to the by-law, changing wording on a few things, etc… One particular amendment was a slight increase to some fees for things like zoning letters, PAC applications etc. I made a motion to amend this and eliminate the fee increase. The motion to amend was defeated and the original motion passed that included the increase. The fee increase is to better reflect the true cost of services and is minimal.

3. Awarding of Tenders

Council awarded a tender for asphalt concrete patching for various streets to MacDonald Paving and Construction Ltd in the amount of $305,000 (plus HST) – Budget was $540,000.

Council awarded a tender for traffic lane markings, various streets, to Stripe Works Limited in the amount of $31,258.20 (plus HST) – Budget was $40,000.

Council awarded a tender for the supply and delivery of crushed rock to Graystone Quarries in the amount of $28,700 (plus HST).

Council awarded a tender for street reconstruction of Beverly Crescent to MacDonald Paving and Construction, in the amount of $549,751 (plus HST) – Project expected to be $63,000 under budget.

Council awarded a tender for Mill Creek Culvert replacement to Modern Construction (1983) Ltd in the amount of $866,364 (plus HST) – Project expected to be $14,000 under budget.

Council awarded a tender for various watermain renewals (Chesswood, Lumsden and McLelan) to MacArther’s Paving and Construction Co Inc in the amount of $818,100 (plus HST) – Project expected to be $125,000 under budget.
